Clay is not bad ground — it holds nutrients and moisture well, and it grows things. What it is, is unforgiving about timing and about traffic, and those two properties drive a great deal of how projects here have to be planned.

The moisture window
Wet clay is plastic — it smears, sticks, ruts and compacts. Dry clay is hard, shrinks and cracks. The workable range between those states is narrower than for most soils and is the practical constraint on scheduling.
It also drains slowly. Ground can remain saturated for a long time after rainfall stops, particularly where a dense subsoil layer restricts downward movement, which is why a dry day does not mean workable ground.
Compaction is the lasting damage
Clay compacts readily under heavy equipment and recovers extremely slowly — this is measured in years rather than seasons, and in some cases does not recover without deliberate intervention.
The result is worse infiltration, restricted root penetration and reduced productivity, on ground you probably cleared in order to use. It is why tracked low-ground-pressure equipment matters here and why waiting for conditions is usually the cheaper decision.
What it means for grading and seeding
Because water moves through clay slowly, surface grade does most of the drainage work. Positive fall away from structures matters more here than on ground that absorbs water readily, and ponding is harder to design out after the fact.
For establishment, a clay seedbed that has been worked wet sets hard and germinates poorly. Timing the seeding to conditions rather than to the project schedule makes a substantial difference to whether cover takes.
